2026年5月28日下午，柬埔寨外交与国际合作部国务秘书棉金恒（Meas Kim Heng）在金边会见了卢森堡驻老挝代办托马斯·拉马尔（Thomas Lammar）。
棉金恒在会谈中表示，柬埔寨与卢森堡保持着良好的友好关系，并对卢森堡政府通过去年签署的通用合作协议，在柬埔寨社会经济发展方面提供的支持表示感谢。双方确认，卢森堡发展合作署（Lux-Development S.A.）即将在金边设立办事处，此举旨在进一步加强两国间的合作关系。托马斯·拉马尔在会见中介绍了该办事处驻柬埔寨的负责人选。

ក្នុងអំឡុងពេលនៃជំនួបនេះ ឯកឧត្តមរដ្ឋលេខាធិការ ក៏បានជម្រាបជូនគណៈប្រតិភូអំពីបច្ចុប្បន្នភាពស្តីពីស្ថានការណ៍ព្រំដែនកម្ពុជា-ថៃ និងបានគូសបញ្ជាក់អំពីការប្តេជ្ញាចិត្តរបស់កម្ពុជាក្នុងការដោះស្រាយជម្លោះដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ និងកិច្ចព្រមព្រៀងដែលមានស្រាប់។
On the afternoon of 28 May 2026, His Excellency MEAS Kim Heng, Secretary of State of the Ministry of Foreign Affairs and International Cooperation, received a courtesy call from Mr. Thomas LAMMAR, Chargé d’Affaires a.i. of the Embassy of Grand Duchy of Luxembourg to Lao PDR, at the Ministry.
His Excellency the Secretary of State highlighted the cordial friendship between the Kingdom of Cambodia and the Grand Duchy of Luxembourg, and also conveyed Cambodia’s high appreciations for Luxembourg’s support for Cambodia’s socio-economic development as reflected in the signing of the General Cooperation Agreement between the two countries last year. He also welcomed the upcoming establishment of the Office of the Luxembourg Development Cooperation Agency “Lux-Development S.A.” in Phnom Penh as an important step toward further elevating Cambodia-Luxembourg relations and cooperation.
In response, Mr. Thomas LAMMAR reaffirmed Luxembourg’s continued support for Cambodia’s national development priorities aligned with the Pentagonal Strategy, especially in human resource development, healthcare, rural development, poverty reduction, environmental protection, as well as cooperation in humanitarian demining. He also introduced the candidate for the Country Manager of the Office of the Luxembourg Development Cooperation Agency for Cambodia.
During the meeting, His Excellency the Secretary of State also briefed the delegation on the current developments concerning the Cambodia-Thailand border issue and highlighted Cambodia’s commitment to resolving conflicts peacefully, in accordance with international law and existing agreements.
