Exploring the Roots of Cambodian Constitutionalism We were honored to host at Paññāsāstra University of Cambodia a special public lecture by H.E. Taing Ratana, Secretary General of the Constitutional Council of Cambodia, titled “Constitutional-Khmer-ism: The Notion of Constitutionalism in Cambodia through Historical and Cultural Trails.” The event was presided over by H.E. Dr. Kolpheng Vaddhana, Chief Executive Officer of Paññāsāstra University of Cambodia, accompanied by PUC Top Management, reflecting the University’s strong institutional commitment to constitutional education and public legal discourse. Our esteemed speaker, H.E. Taing Ratana, shared profound insights into how Cambodia’s legal identity is woven from its unique history and cultural heritage. Indeed, Cambodia’s legal spirit did not begin recently, but has evolved through centuries of tradition. It was inspiring to explore how Cambodian constitutional concepts such as Dhammika (Law) and Brahma (Morality) Paramita (Perfection) seek to shape the “Good Person” as the foundation for building a virtuous society. Our utmost gratitude goes to H.E. Taing Ratana for bridging the depth of Cambodia’s historical culture with the demands of modern constitutional governance.
