All BRICS statements are ultimately a chronicle of what 11 governments might have been able to swallow about each other over their wars without leaving the room. By that measure, the New Delhi Declaration, which was adopted unanimously on September 12, the first day of the 18th BRICS Summit at Bharat Mandapam, is a real success, albeit not the one in which it was packaged.
