柬埔寨商务部出席多哈行动纲领（DPoA）亚太地区部长级中期审查会议

(ភ្នំពេញ)៖ នាថ្ងៃទី៣១ ខែមីនា និងថ្ងៃទី១ ខែមេសា ឆ្នាំ២០២៦ នៅសណ្ឋាគារហ៊ីម៉ាវ៉ារី ឯកឧត្តម ប៉ែន សុវិជាតិ រដ្ឋលេខាធិការក្រសួងពាណិជ្ជកម្ម បានអញ្ជើញចូលរួមក្នុងកម្មវិធីបើក និងបានផ្តល់នូវបទអន្តរាគមន៍ចំពោះផ្នែក៤ «ការលើកកម្ពស់ពាណិជ្ជកម្មអន្តរជាតិរបស់ប្រទេសអភិវឌ្ឍន៍តិចតួច (LDCs) និងសមាហរណកម្មក្នុងតំបន់» នៃកិច្ចប្រជុំត្រួតពិនិត្យពាក់កណ្តាលអាណត្តិថ្នាក់រដ្ឋមន្រ្តី សម្រាប់តំបន់អាស៊ីប៉ាស៊ីហ្វិក ស្តីពីកម្មវិធីសកម្មភាពទីក្រុងដូហា (Doha Programme of Action - DPoA) សម្រាប់ប្រទេសមានការអភិវឌ្ឍតិចតួច (LDCs)។ ក្នុងឱកាសនោះ ឯកឧត្តមរដ្ឋលេខាធិការ បានលើកឡើងពីការអនុវត្តប្រកបដោយបុរេសកម្មនូវ «យុទ្ធសាស្ត្របញ្ចកោណ-ដំណាក់កាលទី១» របស់រាជរដ្ឋាភិបាលកម្ពុជា ដែលជាផែនទីចង្អុលផ្លូវយុទ្ធសាស្ត្រសម្រាប់ការអភិវឌ្ឍជាតិប្រកបដោយចីរភាព។ ឯកឧត្តមបានគូសបញ្ជាក់ថា សសរស្តម្ភទាំង ៥ នៃយុទ្ធសាស្ត្របញ្ចកោណ រួមមាន៖ ការអភិវឌ្ឍមូលធនមនុស្ស, ការធ្វើពិពិធកម្មសេដ្ឋកិច្ច, ការអភិវឌ្ឍវិស័យឯកជន និងការងារ, បរិវត្តកម្មឌីជីថល, និងអភិបាលកិច្ចប្រកបដោយចីរភាព គឺឆ្លើយតបដោយផ្ទាល់ទៅនឹងអាទិភាពនៃកម្មវិធីសកម្មភាពទីក្រុងដូហា។ ទន្ទឹមនឹងនេះ ឯកឧត្តមរដ្ឋលេខាធិការ ក៏បានសង្កត់ធ្ងន់លើបញ្ហាប្រឈមសំខាន់ៗមួយចំនួនដែលរាំងស្ទះដល់ពាណិជ្ជកម្មរបស់ប្រទេស LDCs រួមមាន ភាពស្មុគស្មាញនៃវិធានដើមកំណើតទំនិញ (ROO) និងរបាំងបច្ចេកទេសពាណិជ្ជកម្ម ជាពិសេសវិធានអនាម័យ និងភូតគាមអនាម័យ (SPS)។ ឯកឧត្តមរដ្ឋលេខាធិការ បានស្នើឱ្យមានការបង្កើនយន្តការ «ជំនួយសម្រាប់ពាណិជ្ជកម្ម» ដើម្បីពង្រឹងសមត្ថភាពផលិតកម្ម និងស្នើដល់អង្គការពាណិជ្ជកម្មពិភពលោក (WTO) ឱ្យពង្រឹងការអនុវត្តយន្តការប្រឆាំងនឹងនិន្នាការគាំពារនិយម (Protectionism) ដើម្បីធានាបាននូវបរិយាកាសពាណិជ្ជកម្មប្រកបដោយសមធម៌ ។ ជាមួយគ្នានេះ ឯកឧត្តមបានបញ្ជាក់សារជាថ្មី ដោយបានសង្កត់ធ្ងន់លើការប្តេជ្ញាចិត្តរបស់កម្ពុជា ក្នុងការឈានទៅសម្រេចបាននូវការចាកចេញពីចំណាត់ថ្នាក់ប្រទេសមានការអភិវឌ្ឍតិចតួច ប្រកបដោយភាពរលូន និងប្រកបដោយចីរភាព។ សូមបញ្ជាក់ថា កិច្ចប្រជុំត្រួតពិនិត្យរយៈពេលពីរថ្ងៃនេះ គឺជាវេទិកាដ៏មានសារៈសំខាន់សម្រាប់បណ្តាប្រទេស LDCs ក្នុងតំបន់អាស៊ីប៉ាស៊ីហ្វិក ដើម្បីវាយតម្លៃលើវឌ្ឍនភាព ដោះស្រាយបញ្ហាប្រឈម និងពង្រឹងភាពជាដៃគូ សំដៅធានាឱ្យសម្រេចបាននូវគោលដៅនៃកម្មវិធីសកម្មភាពទីក្រុងដូហា ត្រឹមឆ្នាំ២០៣១។ --- (Phnom Penh): On 31 March and 1 April 2026, at the Himawari Hotel, His Excellency PENN Sovicheat, Secretary of State of the Ministry of Commerce, attended the opening ceremony and delivered a high-level intervention for session 4: Enhancing international trade of LDCs and regional integration” of the Asia-Pacific Ministerial Mid-term Review of the Doha Programme of Action (DPoA) for the Least Developed Countries. During the session, His Excellency Secretary of State highlighted Cambodia’s proactive implementation of the Pentagonal Strategy – Phase I, which serves as the nation’s strategic blueprint for sustainable development. He emphasized that the strategy’s five pillars on Human Capital, Diversification, Private Sector Growth, Digital Transformation, and Sustainable Governance are intrinsically aligned with the priorities of the Doha Programme of Action. In parallel, His Excellency Secretary of State emphasized several key challenges hindering the trade of LDCs, including the complexity of Rules of Origin (ROO) and technical barriers to trade, particularly Sanitary and Phytosanitary (SPS) measures. His Excellency Secretary of State requested an increase in the "Aid for Trade" mechanism to strengthen productive capacity and urged the World Trade Organization (WTO) to enhance the implementation of mechanisms against protectionism to ensure an equitable trading environment. At the same time, His Excellency reaffirmed and stressed Cambodia’s commitment to achieving a smooth and sustainable graduation from the Least Developed Country status.
