**Putting People First in the Digital Age
PHNOM PENH – Cambodia needs stronger digital literacy, privacy protections and safeguards for human rights as artificial intelligence and digital technologies become more widely used, according to digital rights and human rights impact assessment expert Svetlana Zens.
Speaking at Cambodia ICT Camp 2026, Zens said governments and technology companies should put people first by protecting freedom of expression, access to information and privacy while ensuring users understand how digital services collect and use their data.
She also called for greater transparency from technology companies and stronger protections for users when problems arise with their accounts or digital services.
Zens said digital literacy should be strengthened from schools to universities, while civil society organizations can also help people understand online risks, misinformation, and how to use digital services safely.**
