AOT៖ កែវភ្នែកនៃការពិត ដើម្បីការពារបទឈប់បាញ់ និងសន្តិភាព បទឈប់បាញ់មិនអាចការពារខ្លួនឯងបាននោះទេ! បើគ្មានការឃ្លាំមើល និងការផ្ទៀងផ្ទាត់ បទឈប់បាញ់អាចនៅសល់ត្រឹមតែជាការប្តេជ្ញាចិត្តលើក្រដាសប៉ុណ្ណោះ។ នេះហើយជាមូលហេតុដែលក្រុមអ្នកសង្កេតការណ៍អាស៊ាន (ASEAN Observer Team-AOT) មានភាពចាំបាច់ក្នុងការរក្សាសន្តិភាពតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ។ នៅក្នុងស្ថានភាពព្រំដែនដែលមានភាពរសើប ឧបទ្ទវហេតុតូចមួយអាចក្លាយជាការចោទប្រកាន់ ការចោទប្រកាន់អាចបង្កើតភាពតានតឹង ហើយភាពតានតឹងអាចនាំទៅរកការប្រឈមមុខប្រដាប់អាវុធជាថ្មី។ AOT មានតួនាទីកាត់ផ្តាច់ខ្សែសង្វាក់គ្រោះថ្នាក់នេះ តាមរយៈការចុះសង្កេត ផ្ទៀងផ្ទាត់ និងរាយការណ៍អង្គហេតុពីទីតាំងជាក់ស្តែង។ នៅពេលមានការអះអាងផ្ទុយគ្នា សន្តិភាពមិនអាចពឹងផ្អែកលើពាក្យរបស់ភាគីណាមួយបានទេ។ សន្តិភាពត្រូវការអង្គហេតុដែលអាចផ្ទៀងផ្ទាត់បាន។ AOT ផ្តល់នូវ «កែវភ្នែកអព្យាក្រឹតនៅលើដី» ដែលជួយបំបែកអង្គហេតុចេញពីការអះអាង កាត់បន្ថយការយល់ច្រឡំ ទប់ស្កាត់ការគណនាខុស និងបង្កើនគណនេយ្យភាពចំពោះការអនុវត្តបទឈប់បាញ់។ សំខាន់ជាងនេះ AOT មិនមែនគ្រាន់តែចុះទៅកត់ត្រាអ្វីដែលបានកើតឡើងទេ។ វត្តមានរបស់ AOT គឺជាយន្តការបង្ការ។ នៅពេលសកម្មភាពនៅលើដីអាចត្រូវបានសង្កេត ផ្ទៀងផ្ទាត់ និងរាយការណ៍ វាជួយបង្កើនការប្រុងប្រយ័ត្ន ការអត់ធ្មត់ និងការទទួលខុសត្រូវរបស់គ្រប់ភាគី។ ហេតុនេះ កម្ពុជាគាំទ្រយ៉ាងពេញទំហឹងដល់ AOT និងការពង្រឹងតួនាទីរបស់ក្រុមនេះ ដើម្បីអាចចូលទៅដល់ទីតាំងពាក់ព័ន្ធបានទាន់ពេលវេលា និងប្រកបដោយប្រសិទ្ធភាព។ ការផ្ទៀងផ្ទាត់ដែលមិនអាចទៅដល់ទីតាំង គឺជាការផ្ទៀងផ្ទាត់មិនពេញលេញ; បទឈប់បាញ់ដែលគ្មានការផ្ទៀងផ្ទាត់ប្រកបដោយប្រសិទ្ធភាព គឺជាបទឈប់បាញ់ដែលនៅតែងាយរងគ្រោះ។ នេះមិនមែនជាបញ្ហាថា AOT ឈរនៅខាងអ្នកណាទេ។ AOT ត្រូវឈរនៅខាងអង្គហេតុ នៅខាងបទឈប់បាញ់ និងនៅខាងសន្តិភាព។ AOT មិនមែនមានតួនាទីរង់ចាំមើលថាតើបទឈប់បាញ់នឹងបរាជ័យឬអត់ទេ។ តួនាទីរបស់ AOT គឺជួយកុំឱ្យវាបរាជ័យ ព្រោះបទឈប់បាញ់ដែលអាចជឿទុកចិត្តបាន ត្រូវតែអាចផ្ទៀងផ្ទាត់បាន។ ហើយអ្វីដែលអាចផ្ទៀងផ្ទាត់បាននៅលើដី គឺជាអ្វីដែលអាចជួយការពារសន្តិភាពបាន។ AOT: The Eyes of Truth in Safeguarding the Ceasefire and Peace A ceasefire cannot protect itself. Without monitoring and verification, a ceasefire risks remaining merely a commitment on paper. This is precisely why the ASEAN Observer Team (AOT) is essential to maintaining peace along the Cambodia–Thailand border. In a sensitive border environment, even a minor incident can lead to accusations; accusations can fuel tensions; and tensions can escalate into renewed armed confrontation. The AOT plays a vital role in breaking this dangerous chain by observing, verifying, and reporting facts directly from the ground. When conflicting claims arise, peace cannot depend solely on the word of either party. Peace requires verifiable facts. The AOT provides “impartial eyes on the ground,” helping distinguish facts from claims, reduce misunderstandings, prevent miscalculations, and strengthen accountability in the implementation of the ceasefire. More importantly, the AOT does not simply document events after they occur. Its presence is itself a preventive mechanism. When actions on the ground can be observed, verified, and reported, it encourages greater restraint, vigilance, and responsibility by all parties. Cambodia therefore fully supports the AOT and the strengthening of its role so that it can gain timely and effective access to relevant locations. Verification without access to the ground is incomplete verification; a ceasefire without effective verification remains a vulnerable ceasefire. This is not about which side the AOT stands with. The AOT must stand with the facts, with the ceasefire, and with peace. The AOT is not there to wait and see whether the ceasefire will fail. Its role is to help prevent it from failing.
