[English Below] ឯកឧត្តម ហួត ហាក់ រដ្ឋមន្រ្តីក្រសួងទេសចរណ៍ បានអញ្ជើញចូលរួមក្នុងពិធីបើកការដ្ឋានគម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ កំណាត់ទី២ ប្រវែង ១៥១,៦គីឡូម៉ែត្រ (ព្រែកពោធិ៍ ខេត្តកណ្តាល - សមុទ្រ ខេត្តកែប) ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់ សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្រ្តី នៃព្រះរាជាណាចក្រកម្ពុជា និងឯកឧត្តម វ៉ាង វិនពីន ឯកអគ្គរដ្ឋទូតចិនប្រចាំនៅកម្ពុជា។ គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ កំណាត់ទី២ គឺជាការឆ្លុះបញ្ចាំងពីការប្តេជ្ញាចិត្តឥតងាករេរបស់រាជរដ្ឋាភិបាល ក្នុងការកសាងឱ្យបាននូវបណ្តាញផ្លូវនាវាចរណ៍ប្រវត្តិសាស្ត្រ ដែលនឹងតភ្ជាប់បណ្តាញនៃការដឹកជញ្ជូនរវាងផ្លូវទន្លេ និងផ្លូវសមុទ្រជាមួយឆន្ទៈ និងមនសិកា "ឧត្តមនិយម" ផលប្រយោជន៍ជាតិ និងប្រជាជន។ ជាមួយគ្នានេះដែរ គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ គឺជាគំនិតផ្តួចផ្តើមប្រកបដោយចក្ខុវិស័យវែងឆ្ងាយរបស់ សម្តេចតេជោ ហ៊ុន សែន អតីតនាយករដ្ឋមន្ត្រី និងបច្ចុប្បន្នជាប្រធានព្រឹទ្ធសភា ដែលជាផ្នែកមួយនៃយុទ្ធសាស្ត្រអភិវឌ្ឍប្រព័ន្ធដឹកជញ្ជូនផ្ទៃក្នុងប្រទេស និងឯករាជ្យនយោបាយ លើការដឹកជញ្ជូនផ្លូវទឹក ដោយបានគិតគូរគ្រប់ជ្រុងជ្រោយ ទាំងទិដ្ឋភាពយុទ្ធសាស្ត្រ បច្ចេកទេស និងថវិកា។ គម្រោងនេះ គឺជាការស្តារឡើងវិញនូវផ្លូវទឹក ដែលបុព្វបុរសខ្មែរយើង ធ្លាប់បានប្រើប្រាស់តាំងពីសម័យបុរេប្រវត្តិ គឺប្រមាណជាង ២០០០ឆ្នាំមុន។ គម្រោងគ្រប់គ្រងធនធានទឹកចម្រុះហ្វូណនតេជោ ជាប្រវត្តិសាស្ត្រលើកដំបូងក្នុងវិស័យដឹកជញ្ជូនផ្លូវទឹករបស់កម្ពុជា ដើម្បីតភ្ជាប់ប្រព័ន្ធទន្លេទៅកាន់សមុទ្រ។ ព្រែកជីកនេះនឹងក្លាយជាច្រករបៀងយុទ្ធសាស្ត្រ តភ្ជាប់ការដឹកជញ្ជូនពីរាជធានីភ្នំពេញទៅកាន់តំបន់ឆ្នេរនៃសមុទ្រ។ ផែនការអភិវឌ្ឍន៍នេះ មានគោលបំណងជំរុញការរីកចម្រើនប្រកបដោយតុល្យភាព ធ្វើពិពិធកម្មឧស្សាហកម្ម និងពង្រឹងហេដ្ឋារចនាសម្ព័ន្ធ ដោយផ្អែកលើគោលការណ៍អភិវឌ្ឍន៍អេកូឡូស៊ី។ បន្ថែមពីនេះ វានឹងក្លាយជាសរសៃឈាមតភ្ជាប់តំបន់សេដ្ឋកិច្ចសំខាន់ៗដូចជា ច្រករបៀងមច្ឆា និងអង្ករ ច្រករបៀងឧស្សាហកម្ម និងរ៉ែទន្លេមេគង្គលើ ដែលបានគាំទ្រដល់ចក្ខុវិស័យអភិវឌ្ឍន៍ជាយុទ្ធសាស្ត្ររបស់កម្ពុជាក្នុងការក្លាយជាប្រទេសមានចំណូលខ្ពស់ក្នុងឆ្នាំ ២០៥០។ ខេត្តតាកែវ៖ ព្រឹកថ្ងៃសៅរ៍ ទី១១ ខែមេសា ឆ្នាំ២០២៦ His Excellency HUOT Hak, Minister of Tourism, attended the groundbreaking ceremony of the Funan Techo Integrated Water Resource Management Project – Phase 2, with a total length of 151.6 kilometers (from Prek Pouth, Kandal Province to the sea in Kep Province). The ceremony was held under the high presidency of Samdech Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia, and His Excellency WANG Wenbin, Ambassador of the People’s Republic of China to Cambodia. The Funan Techo Integrated Water Resource Management Project – Phase 2 reflects the Royal Government’s unwavering commitment to building a historic inland waterway network that will connect river and maritime transport systems, guided by a strong spirit of “supreme national interest” for the benefit of the nation and its people. At the same time, this project is a visionary initiative of Samdech Techo Hun Sen, former Prime Minister and current President of the Senate, forming part of Cambodia’s long-term strategy to develop domestic transportation systems and strengthen independence in waterway transport. It has been carefully designed with comprehensive consideration of strategic, technical, and financial aspects. The project also represents the revival of ancient waterways used by Khmer ancestors since prehistoric times, more than 2,000 years ago. This project marks a historic milestone in Cambodia’s inland water transport sector, aiming to connect river systems to the sea. The canal will become a strategic corridor linking transportation from Phnom Penh to coastal regions. The development plan seeks to promote balanced economic growth, industrial diversification, and infrastructure strengthening, based on ecological development principles. Furthermore, it will serve as a vital artery connecting key economic zones such as the fisheries and rice corridor, industrial zones, and the Upper Mekong mineral corridor, supporting Cambodia’s strategic vision of becoming a high-income country by 2050.
