柬埔寨外交部与澳大利亚驻柬埔寨大使馆合作，于2026年9月7日至9月11日在金边的国家外交与国际关系学院举办了为期5天的网络空间国际法培训。此次培训主题为“网络空间国际法：规范国家间网络活动及打击网络犯罪”。
本次课程旨在提升柬埔寨政府官员在网络空间治理方面的专业能力。培训对象为来自12个相关部门及机构的25名官员，其中包括外交部人员。课程内容涵盖网络空间国际法、国家间网络活动规范以及网络犯罪应对策略。

នៅថ្ងៃទី១១ ខែកញ្ញា ឆ្នាំ២០២៦ **ឯកឧត្តមបណ្ឌិត ឃី សុវណ្ណរតនា **រដ្ឋលេខាធិការ ក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ បានអញ្ជើញជាអធិបតីក្នុងពិធីបិទវគ្គបណ្តុះបណ្តាល ស្តីពី **«International Law in Cyberspace: Regulating Inter-state Cyber Activities and Countering Cybercrime»** ដែលបានប្រព្រឹត្តទៅចាប់ពីថ្ងៃទី៧ ដល់ថ្ងៃទី១១ ខែកញ្ញា ឆ្នាំ២០២៦ នៅវិទ្យាស្ថានជាតិការទូតនិងទំនាក់ទំនងអន្តរជាតិ។ វគ្គបណ្តុះបណ្តាលនេះ សហការរៀបចំដោយវិទ្យាស្ថានជាតិការទូតនិងទំនាក់ទំនងអន្តរជាតិ និងស្ថានទូតអូស្រ្តាលីប្រចាំកម្ពុជា ដោយមានការចូលរួមពីមន្រ្តីចំនួន២៥រូប មកពីក្រសួងស្ថាប័នពាក់ព័ន្ធចំនួន១២ រួមទាំងក្រសួងការបរទេសផងដែរ។

On 11 September 2026, **His Excellency Dr. KHY Sovanratana**, Secretary of State of the Ministry of Foreign Affairs and International Cooperation (MFA.IC), presided over the Closing Ceremony of the Training Course on **“International Law in Cyberspace: Regulating Inter-State Cyber Activities and Countering Cybercrime,”** which was held from 7 to 11 September 2026 at the National Institute of Diplomacy and International Relations (NIDIR). The training course was jointly organized by NIDIR and the Australian Embassy in Cambodia, with the participation of 25 officials from 12 relevant ministries and institutions, including MFA. IC.
In his closing remarks, **His Excellency Dr. KHY Sovanratana** highlighted the importance of international law in addressing challenges arising in cyberspace, particularly those related to inter-State cyber activities and Cybercrime. His Excellency the Secretary of State also encouraged the participants to apply the knowledge and practical experience gained from the training course in their respective areas of work, thereby contributing to strengthening Cambodia’s capacity to respond to emerging challenges in cyberspace and promoting the peaceful and responsible use of cyberspace in accordance with international law.
