Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn joined Japanese Ambassador Ueno Atsushi at the Ministry of Foreign Affairs and International Cooperation to formalize the Exchange of Notes and related documents. This agreement paves the way for the implementation of the Flood Protection and Drainage Improvement Project in Phnom Penh Capital City (I), which is considered a vital initiative for the resilience of the capital. Under the terms of the agreement, the Government of Japan will provide a concessional loan of 6,908,000,000 yen, which is approximately equivalent to $46 million. This funding is specifically designated for the first phase of an extensive project designed to modernize the city’s drainage systems and protect residents from the increasingly severe impact of seasonal flooding. By focusing on the southwestern areas of Phnom Penh, the project aims to stabilize the urban environment and ensure that heavy rainfall does not disrupt the livelihoods of the capital’s growing population. The core objective of the initiative is to enhance the city’s stormwater management capacity through the construction and rehabilitation of key drainage facilities.
