The true strength of the army lies not only in the number of troops or technical equipment, but also in the quality of human resources who are knowledgeable, creative, and adaptable to change, Royal Cambodian Armed Forces (RCAF) Commander-in-Chief Gen Vong Pisen said at the Angkor-Great Wall Forum 2026.
