柬埔寨启动UNCLOS强制调解机制 应对泰方退出MOU 20

ខ្ញុំសូមសម្តែងនូវការគាំទ្រយ៉ាងពេញទំហឹងចំពោះចំណាត់ការរបស់រាជរដ្ឋាភិបាល ជាពិសេសជំហរមុតមាំរបស់ប្រមុខរាជរដ្ឋាភិបាលក្នុងការដោះស្រាយបញ្ហាជាមួយភាគីថៃ ដោយផ្អែកលើមូលដ្ឋានច្បាប់អន្តរជាតិ ដើម្បីចាប់ផ្តើមដំណើរការយន្តការផ្សះផ្សារដោយបង្ខំ ក្រោមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីច្បាប់សមុទ្រ (UNCLOS) បន្ទាប់ពីភាគីថៃបានដកខ្លួនជាឯកតោភាគីពីអនុស្សរណៈនៃការយោគយល់គ្នាឆ្នាំ២០០១ (MOU 2001) ដែលជាក្របខណ្ឌទ្វេភាគីតែមួយគត់ក្នុងការដោះស្រាយដោយសន្តិវិធី នូវការទាមទារដែនសមុទ្រត្រួតស៊ីគ្នារវាងប្រទេសទាំងពីរ។ សាររបស់ សម្តេចមហាបវរធិបតី គឺជាឱកាសដើម្បីឱ្យបងប្អូនប្រជាពលរដ្ឋខ្មែរទាំងក្នុង និងក្រៅប្រទេស បានស្វែងយល់កាន់តែច្បាស់អំពីស្ថានភាពជាក់ស្តែង ជំហរម៉ឺងមាត់ និងការយកចិត្តទុកដាក់ខ្ពស់របស់រាជរដ្ឋាភិបាលកម្ពុជា ក្នុងការការពារផលប្រយោជន៍ស្របច្បាប់របស់ជាតិ ដោយឈរលើមូលដ្ឋានគតិយុត្តិនៃច្បាប់អន្តរជាតិ។ សារនេះ ក៏ជាការបញ្ជាក់នូវជំហររបស់កម្ពុជា ក្នុងការបន្តដោះស្រាយបញ្ហាចំពោះមុខប្រកបដោយភាពច្បាស់លាស់ និងសុឆន្ទៈ ផ្អែកលើគោលការណ៍ច្បាប់អន្តរជាតិ សន្តិវិធី និងកិច្ចសហប្រតិបត្តិការ។ សូមបងប្អូនជនរួមជាតិទាំងអស់ បន្តតាមដានដោយយកចិត្តទុកដាក់ ព្រមទាំងផ្តល់ជំនឿទុកចិត្ត និងការគាំទ្រយ៉ាងមោះមុតដល់រាជរដ្ឋាភិបាល ក្នុងការដោះស្រាយបញ្ហាព្រំដែន ទាំងលើគោក និងលើសមុទ្រជាមួយប្រទេសជិតខាង។ I would like to express my full support for the measures undertaken by the Royal Government of Cambodia, particularly the firm and principled stance of the Head of the Royal Government in resolving differences with the Thai side in accordance with international law. This includes the decision to initiate the compulsory conciliation mechanism under UNCLOS, following the unilateral withdrawal by the Thai side from the MOU 2001, which constituted the only bilateral mechanism for the peaceful resolution of overlapping maritime claims between the two countries. The message of Samdech Moha Borvor Thipadei represents an important opportunity to inform the Cambodian people of the actual situation, the principled position, and the high level of attention and responsibility demonstrated by the RGC in safeguarding the national interests of Cambodia in accordance with international law. It also reaffirms Cambodia’s stance and continued efforts in resolving the differences with clarity and good faith, based on the principles of international law, peaceful means, and cooperation. May we all continue to follow this matter closely and extend our trust, unity, and steadfast support to the Royal Government in the efforts to resolve border issues, both on land and at sea, with neighboring countries.
