2026年10月12日周一，柬埔寨总理洪玛奈在阿塞拜疆与阿塞拜疆总统伊尔哈姆·阿利耶夫共同出席并见证了三项合作协议的签署仪式。
此次签署的三项文件具体包括：柬埔寨政府与阿塞拜疆政府关于贸易与经济合作的谅解备忘录；柬埔寨外交与国际合作部下属的国家外交与国际关系学院，与阿塞拜疆外交部下属的ADA大学之间关于合作的谅解备忘录；以及柬埔寨政府与阿塞拜疆政府关于消除对所得税的双重征税、防止逃税和避税的协议。

Memorandum of Understanding on Trade and Economic Cooperation between the Government of the Kingdom of Cambodia and the Government of the Republic of Azerbaijan.
Memorandum of Understanding on Cooperation between the National Institute of Diplomacy and International Relations of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and ADA University under the Ministry of Foreign Affairs of the Republic of Azerbaijan.
Agreement between the Government of the Kingdom of Cambodia and the Government of the Republic of the Azerbaijan for the Elimination of Double Taxation with Respect to Taxes on Income and the Prevention of Tax Evasion and Avoidance-DTA.
