2026年10月12日上午，柬埔寨总理洪玛奈在对阿塞拜疆进行正式访问期间，与阿塞拜疆总统伊利哈姆·阿利耶夫举行双边会谈。柬埔寨外交与国际合作部常务国务秘书欧索菲亚作为外交大臣普拉索昆的代表，随同柬埔寨官方代表团出席会议。

Both leaders engaged in in-depth discussions on ways to further strengthen bilateral relations and expand cooperation between the two countries in several areas, including economy and trade, energy, security and defence, technology and innovation, logistics, air connectivity, tourism, education, and people-to-people exchanges.
Both sides also exchanged views on regional and international issues of mutual interest and concern. They reaffirmed their shared commitment to multilateralism and underscored the importance of strengthening cooperation on regional and international platforms to promote lasting peace, stability, and sustainable development in their respective regions and beyond.
Samdech Thipadei Prime Minister HUN Manet and His Excellency President Ilham Aliyev also witnessed the exchange of three agreements signed during the visit: (1) Agreement between Cambodia and Azerbaijan for Elimination of Double Taxation with Respect to Taxes on Income and the Prevention of Tax Evasion and Avoidance, (2) Framework Agreement on Trade and Economic Cooperation between the Government of Cambodia and the Government of Azerbaijan and (3) MoU on Cooperation between the National Institute of Diplomacy and International Relations of the Ministry of Foreign Affairs and International Cooperation the Kingdom of Cambodia and the Ada University of the Ministry of Foreign Affairs of the Republic of Azerbaijan.
