Francophone Parliamentary Assembly Draft Resolution Reaffirms Support for Cambodia’s Territorial Integrity AKP Phnom Penh, July 12, 2026 — The Parliamentary Assembly of the Francophonie (APF), meeting in Yaoundé, Cameroon, on July 10-11, has considered a draft resolution reaffirming respect for the sovereignty and territorial integrity of the Kingdom of Cambodia while calling for the peaceful settlement of the Cambodia-Thailand border issue. The draft resolution recalls the APF’s commitment to the principles enshrined in the Bamako and Saint-Boniface Declarations, the Charter of the United Nations, international human rights and humanitarian law, UNESCO conventions, and the rulings of the International Court of Justice concerning the Temple of Preah Vihear. It also takes note of the persistent tensions along the Cambodia-Thailand border since July 2025, which it says have resulted in significant human losses, large-scale displacement of civilians, reported ceasefire violations, and damage to cultural and religious sites, including UNESCO World Heritage properties. The APF calls for full respect for Cambodia’s sovereignty and territorial integrity, adherence to commitments aimed at ensuring lasting peace along the border, and restraint from any unilateral actions that could further escalate tensions. The draft resolution also urges full respect for the ceasefire and the implementation of the peace agreements signed by the Prime Ministers of Cambodia and Thailand in Kuala Lumpur on Oct. 26, 2025. Expressing deep concern over the continued tensions, the APF highlights reports of activities in border areas occupied by Thai forces, including the construction of civilian and military infrastructure, the organisation of religious ceremonies at cultural and spiritual sites, and land allocation initiatives. The assembly also deplores the suffering endured by civilian populations and any damage to cultural heritage, describing such heritage as part of the common legacy of humanity and warning that its destruction could undermine prospects for lasting peace and reconciliation. Furthermore, the APF calls for de-escalation, the resumption of dialogue between the parties, and the immediate withdrawal of all armed forces from disputed areas. The draft resolution supports the peaceful settlement of disputes through established bilateral mechanisms, particularly the Joint Boundary Commission (JBC), in a spirit of dialogue and in accordance with international law. It also supports the normalisation of relations between Cambodia and Thailand based on mutual recognition of sovereignty, territorial integrity, the inviolability of borders, and the delimitation of the boundary in accordance with applicable international legal instruments.
