The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia wishes to inform the general public as well as members of national and international media outlets as follows:
On Wednesday, September 16, 2026, at 16:22hrs, the Cambodian Liaison Group (CLG) facilitated a field visit for Brigadier General **ANTERO S. NARCISE PN (M)**, Deputy Inspector General of the Armed Forces of the Philippines, and the ASEAN Observer Team in Cambodia (AOT-KH) to observe the situation on the ground along the Cambodia–Thailand border and at the displaced civilian camp located in Rong Cham Village, Banteay Meanchey Province. Currently, 3,318 families—comprising 13,259 individuals—remain unable to return to their homes, as their houses were immensely destroyed by bombardment through airstrikes, artillery fire, and the unlawful occupation by Thai military forces.
Cambodia welcomes the role of the Philippines, as the ASEAN Chair, and the ASEAN Observer Team (AOT) in monitoring and verifying the actual situation, supporting the ceasefire, and building trust between Cambodia and Thailand. It is worth emphasizing that the observation, inspection, and verification directly conducted by Brigadier General **ANTERO S. NARCISE PN (M)** and the AOT at the abovementioned displaced civilian camp provided the delegation with a firsthand view of the humanitarian impacts that Cambodian civilians continue to face, and clearly underscored the absolute necessity for the Cambodia-Thailand Joint Boundary Commission (JBC) to launch border demarcation work as soon as possible. This alignment adheres to existing agreements, specifically point four of the Joint Statement from the 3rd Special Meeting of the Cambodia-Thailand General Border Committee (GBC) on December 27, 2025, which aims to ensure that our citizens can return safely, peacefully, and with dignity to their homes without obstruction.
