据《金边邮报》2026年8月21日报道，柬埔寨外交与国际合作部前官员Tho Samnang已承认盗窃超过1万张C类及CEX类空白签证页。
调查显示，在被盗的签证页中，已有6000余张被非法签发给网络诈骗人员使用。目前，柬埔寨当局正针对剩余被盗签证页的去向展开全力追查。

**Former foreign affairs official confesses stealing NGO visa blanks, allegedly for scammers**
Former Ministry of Foreign Affairs and International Cooperation official Tho Samnang has confessed to stealing over 10,000 C and CEX visa blanks, of which more than 6,000 were illegally issued to online scammers. Authorities are investigating the status of the remaining blanks.
