**CAMBODIA AND THAILAND AGREE ON CONFIDENCE-BUILDING MEASURES IN SECOND UNCLOS CONCILIATION MEETING** October 18, 2026 — Cambodia and Thailand have agreed on confidence-building measures aimed at strengthening mutual trust and facilitating an equitable and amicable resolution to their maritime dispute in accordance with international law, following the second meeting of the United Nations Convention on the Law of the Sea (UNCLOS) Conciliation Commission in The Hague, the Netherlands. The meeting, held from October 14 to 18, also saw the Commission urge both countries to fully implement the agreed measures, including recognizing each other’s right to make statements to protect legitimate rights or correct factual misinformation and disinformation. The Commission noted that several previously agreed measures between the two countries remain incompletely implemented, emphasizing that their implementation is essential to creating an environment conducive to constructive negotiations. In a press release issued on Sunday, Cambodia’s Ministry of Foreign Affairs and International Cooperation expressed appreciation to the Commission and the Permanent Court of Arbitration for facilitating discussions and helping both countries reach agreement on the confidence-building measures.
