柬埔寨回应泰国终止海域备忘录 启动联合国强制调解机制

“កម្ពុជាសូមសម្តែងការសោកស្តាយចំពោះការសម្រេចបញ្ចប់អនុស្សរណៈនេះ។ ជាការឆ្លើយតបទៅនឹងការបញ្ចប់អនុស្សរណៈនៃការយោគយល់ឆ្នាំ២០០១ ស្តីពីតំបន់ទាមទារដែលសមុទ្រត្រួតស៊ីគ្នាកម្ពុជា-ថៃនេះ កម្ពុជា មិនមានជម្រើសអ្វីប្រសើរជាងការផ្ដើមគំនិតជំរុញនូវយន្តការផ្សះផ្សារដោយចាប់បង្ខំ (Compulsory Conciliation) ដែលបង្កើតឡើងនៅក្រោមអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីច្បាប់សមុទ្រ ហើយដែលបានសម្រេចនៅឆ្នាំ១៩៨២។ ទោះជាយ៉ាងណាក៏ដោយ ការដកខ្លួន ឬបញ្ចប់របស់ថៃនេះ មិនប៉ះពាល់ទៅដល់សិទ្ធិស្របច្បាប់របស់កម្ពុជានៅលើដែនសមុទ្ររបស់ខ្លួននោះទេ! ហើយការសម្រេចជ្រើសរើសយកយន្តការផ្សះផ្សារដោយបង្ខំ បញ្ជាក់សារជាថ្មីអំពីការប្តេជ្ញាចិត្តរបស់កម្ពុជា នៅក្នុងការដោះស្រាយគ្រប់វិវាទទាំងអស់ជាមួយប្រទេសជិតខាង ដោយសន្តិវិធី និងផ្អែកទៅលើច្បាប់អន្តរជាតិ”។ —ឯកឧត្តមឧបនាយករដ្ឋមន្ត្រី ប្រាក់ សុខុន រដ្ឋមន្ត្រីក្រសួងការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ថ្ងៃទី៥ ខែឧសភា ឆ្នាំ២០២៦ បន្ទាប់ពីគណៈរដ្ឋមន្ត្រីថៃ អនុម័តសម្រេចបញ្ចប់ជាឯកតោភាគីនូវអនុស្សរណៈយោគយល់គ្នាឆ្នាំ២០០១ “Cambodia regrets the Thai side’s decision to terminate this Memorandum. In response to the termination of the 2001 Memorandum of Understanding on the Cambodia–Thailand Overlapping Maritime Claims Area, Cambodia has no option but to initiate the compulsory conciliation mechanism under the United Nations Convention on the Law of the Sea, adopted in 1982. However, Thailand’s withdrawal or termination does not affect Cambodia’s legitimate rights over its maritime territory.
