[ENGLISH BELOW] នៅថ្ងៃទី២៧ ខែមីនា ឆ្នាំ២០២៦ វិទ្យាស្ថានបណ្ដុះបណ្ដាល និងស្រាវជ្រាវដើម្បីអភិវឌ្ឍន៍កម្ពុជា (វបសអ-CDRI) សហការជាមួយក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ បានរៀបចំសិក្ខាសាលាបច្ចេកទេសថ្នាក់តំបន់ ស្តីពី យន្តការផ្ដល់មូលនិធិថ្នាក់ជាតិ និងតំបន់ សម្រាប់ការស្រាវជ្រាវ និងអភិវឌ្ឍន៍ នៅរាជធានីភ្នំពេញ។ សិក្ខាសាលានេះត្រូវបានរៀបចំជាព្រឹត្តិការណ៍អមទិវាជាតិវិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ លើកទី៤ ដើម្បីបង្ហាញពីការចូលរួមរបស់កម្ពុជា ក្នុងការពង្រឹងប្រព័ន្ធអេកូឡូស៊ីស្រាវជ្រាវ បន្ទាប់ពីការបង្កើតមូលនិធិស្រាវជ្រាវជាតិ (NRF) នៅចុងឆ្នាំ២០២៥។ សិក្ខាសាលានេះត្រូវបានបើកជាផ្លូវការនាព្រឹកនេះ ក្រោមអធិបតីភាពដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម ហែម វណ្ឌី រដ្ឋមន្ត្រីក្រសួងឧស្សាហកម្ម វិទ្យាសាស្ត្រ បច្ចេកវិទ្យា និងនវានុវត្តន៍ដែលបានអញ្ជើញថ្លែងសុន្ទរកថាបើកសិក្ខាសាលា។ ក្នុងឱកាសនេះដែរ ក៏មានសុន្ទរកថាស្វាគមន៍ពី ឯកឧត្តម Christian DesRoches ឯកអគ្គរដ្ឋទូតកាណាដាប្រចាំព្រះរាជាណាចក្រកម្ពុជា លោក Naser Faruqui នាយកផ្នែកអប់រំ និងវិទ្យាសាស្ត្រ នៃមជ្ឈមណ្ឌលស្រាវជ្រាវអភិវឌ្ឍន៍អន្តរជាតិ (IDRC) នៃប្រទេសកាណាដា និង លោកស្រីបណ្ឌិត អេង នេត្រា នាយិកាប្រតិបត្តិនៃវិទ្យាស្ថាន CDRI។ សិក្ខាសាលារយៈពេលមួយថ្ងៃកន្លះនេះ មានគោលបំណងពិនិត្យអំពីបរិបទនៃការផ្តល់មូលនិធិស្រាវជ្រាវនៅកម្ពុជាសម្របសម្រួលការរៀនសូត្រពីបទពិសោធន៍គ្រប់គ្រងមូលនិធិស្រាវជ្រាវ និងគំរូហិរញ្ញវត្ថុ ពីបណ្តាប្រទេសក្នុងតំបន់អាស៊ាន ព្រមទាំងរួមគ្នារៀបចំផែនការអនុវត្តដើម្បីដំណើរការមូលនិធិស្រាវជ្រាវជាតិ (NRF) និងស្វែងរកឱកាសសហការថ្នាក់តំបន់ផងដែរ។ តាមរយៈការលើកកម្ពស់ការពិភាក្សា និងភាពជាដៃគូក្នុងតំបន់ សិក្ខាសាលានេះគឺជាជំហានសំខាន់មួយក្នុងការកសាងប្រព័ន្ធមូលនិធិស្រាវជ្រាវដែលរឹងមាំ បើកចំហ និងមានចីរភាព ដែលនឹងគាំទ្រការអភិវឌ្ឍក្នុងរយៈពេលវែង និងប្រកបដោយបរិយាបន្ន។ On 27 March 2026, the Cambodian Development Resource and Institute (CDRI), in collaboration with the Ministry of Industry, Science, Technology and Innovation, kicked off a Technical Regional Workshop on National and Regional Funding Mechanisms for Research and Development in Phnom Penh. The workshop was featured as a side event to the 4th National Science, Technology and Innovation Day to showcase Cambodia’s participation in strengthening the research ecosystem following the establishment of the National Research Foundation (NRF) by the end of 2025. We are honoured to have HE Hem Vandy, Minister of Industry, Science, Technology and Innovation, deliver the opening remarks at the workshop this morning, as well as welcoming remarks from HE Christian DesRoches, Ambassador of Canada to the Kingdom of Cambodia, Mr Naser Faruqui, Director of Education and Science from IDRCC, and Dr Eng Netra, Executive Director of CDRI. The one and a half day workshop aims to review the research funding context in Cambodia, facilitate learning from ASEAN countries’ research fund management experiences and financial models, and jointly develop an implementation plan to operationalise the NRF and explore opportunities for regional collaboration. By promoting regional dialogue and partnerships, the workshop is an important step in building a strong, open, and sustainable research funding system that will support long-term and inclusive development.
