柬埔寨外交部国务秘书公波（KUNG Phoak）近日就泰方拟单方面退出《2001年谅解备忘录》（MOU 2001）一事作出回应。柬方对泰方的这一考虑表示失望。
公波指出，柬埔寨始终优先通过该备忘录所确立的双边机制处理相关事务。在过去25年里，该备忘录作为双方共同商定的双边框架，在解决两国海上重叠区域主权争议方面发挥了核心作用。该文件的生效体现了双方的合作精神与互信。
柬方强调，该备忘录是目前两国处理海上重叠区域争议的唯一双边框架。若泰方单方面退出，将导致双方失去这一已沿用超过二十年的唯一双边对话机制，并可能破坏两国双边合作的基础。

We are very disappointed that the Thai side is considering unilaterally withdrawing from the Memorandum of Understanding between Cambodia and Thailand, also known as the MOU 2001.
For Cambodia, we have always given priority to bilateralmechanisms in line with this Memorandum of Understanding.
For more than 25 years, this Memorandum of Understanding has played a crucial role as a mutually agreed bilateral framework for both sides to address overlapping maritime claims.
The entry into force of this Memorandum of Understanding reflects the spirit of cooperation and mutual goodwill.
A unilateral withdrawal from this Memorandum of Understanding would reject the only bilateral agreement, which constitutes the only bilateral framework that both parties have relied upon for more than two decades.
