**UN special rapporteur releases report; calls for displaced civilians to be allowed to return home**
Thom H. Andrews, UN special rapporteur on the situation of human rights in Cambodia, has submitted a report to the UN, following his July visit to the Kingdom. He urged Thailand and Cambodia to work constructively to allow the return of roughly 20,000 displaced civilians to their homes, as was agreed in the December 27 Joint Statement.
