根据柬埔寨通讯社(AKP)报道,事件发生于2026年6月26日。当日,被派驻泰国的东盟观察员团队成员在泰国武装部队的陪同下,未经柬方事先通知或协调,擅自进入位于奥多棉芷省宗卡县克拉桑公社克纳村的克纳寺周边区域。该团队进入上述区域后,开展了植树活动。
旺比盛在信函中强调,克纳寺周边区域属于柬埔寨主权范围,并附上了相关地图作为佐证。柬方指出,柬埔寨始终确保所有与东盟观察员团队相关的活动均会提前通知泰方,而此次泰方及观察员团队在未获许可的情况下擅自行动,违反了东盟观察员团队机制所遵循的中立、互信及相互尊重原则。
柬方警告称,此类超出既定授权范围的行为,特别是在敏感边境地区的活动,可能破坏双方互信,并对边境问题的和平解决产生负面影响。旺比盛要求东盟观察员团队主席对该事件进行审查,并确保所有观察员严格遵守既定的职权范围(TOR),以维护该机制作为降温与建立互信工具的作用。
旺比盛重申,柬埔寨将继续致力于与菲律宾军方及各相关方合作,共同维护边境地区的和平与稳定,并支持通过建设性对话解决相关问题。

Cambodian Army Chief Lodges Complaint with AOT Chair over Unauthorised Entry by Thai-Accompanied ASEAN Observers at Khnar Temple
AKP Phnom Penh, July 02, 2026 --
Commander-in-Chief of the Royal Cambodian Armed Forces (RCAF), H.E. Gen. Vong Pisen, has lodged a formal complaint with H.E. Gen. Romeo S. Brawner Jr., Chief of Staff of the Armed Forces of the Philippines, who chairs the ASEAN Observer Team (AOT), concerning the activities of the AOT assigned to Thailand near Khnar Temple.
According to a letter, H.E. Gen. Vong Pisen expressed serious concern over an incident on June 26, 2026, in which members of the AOT assigned to Thailand, accompanied by Thai armed forces, entered Cambodian sovereign territory near Khnar Temple in Khnar village, Krasang commune, Chong Kal district, Oddar Meanchey province, without prior notification or coordination with Cambodian authorities.
The letter stated that after entering the area without permission, the group carried out tree-planting activities. H.E. Gen. Vong Pisen noted that Cambodia has consistently ensured that all AOT-related activities are conducted with proper notification to the Thai side at every relevant level.
The RCAF reiterated that the area in question lies within the sovereignty of the Kingdom of Cambodia, as indicated in an attached map. Despite Cambodia’s clarification regarding the location, the AOT members assigned to Thailand and the accompanying Thai military personnel proceeded with their activities without informing or seeking approval from the Cambodian side, the letter said.
The Cambodian military described the actions as inconsistent with the principles of neutrality, confidence-building, and mutual respect that underpin the establishment of the AOT mechanism. It warned that activities exceeding the agreed mandate, particularly in sensitive border areas, could undermine trust between the two sides and negatively affect ongoing efforts to achieve a peaceful and lasting settlement of border-related issues.
H.E. Gen. Vong Pisen called on the AOT Chair to support a review of the incident and to ensure that all AOT officers strictly adhere to the agreed Terms of Reference (TOR) and maintain the neutrality expected of the mission.
He stressed that strict compliance with these principles is essential for preserving mutual trust and ensuring that the AOT continues to serve its intended role as a mechanism for de-escalation and confidence-building.
The RCAF chief reaffirmed Cambodia’s commitment to working closely with the Armed Forces of the Philippines and all relevant parties to maintain peace, stability, and constructive dialogue between Cambodia and Thailand.
He also expressed appreciation for the leadership and commitment of the Philippine military in overseeing the AOT under the bilateral confidence-building mechanism agreed upon by Cambodia and Thailand, reiterating the RCAF’s full support for the implementation of the AOT Terms of Reference and its commitment to promoting transparency, mutual trust, and the peaceful resolution of issues along the Cambodia-Thailand border.
