2026年8月28日,柬埔寨旅游部部长胡哈(HUOT Hak)在金边会见世界自然基金会(WWF)东南亚区域主任桑·李(Sang Lee)及WWF柬埔寨国家主任詹斯·伊曼纽尔·金廷(Janes Imanuel Ginting)一行。双方就加强社区旅游、生态旅游及可持续发展领域的合作展开讨论。
胡哈部长对WWF长期支持柬埔寨旅游业表示认可,并介绍了柬埔寨政府在相关领域的政策布局,包括实施《2019-2030年国家生态旅游政策》、成立旅游社区与生态旅游管理和发展国家委员会,以及将每年11月19日定为“国家生态旅游论坛”日。
胡哈指出,发展社区旅游与生态旅游有助于丰富旅游产品、增加就业机会、提高当地社区收入、减少贫困与人口迁移,并促进自然资源与生物多样性的保护。柬埔寨政府对此高度重视。
在能力建设方面,旅游部持续为旅游及生态旅游社区提供技能培训,涵盖接待服务、社区导游、咖啡制作、餐饮准备、民宿管理及森林探险旅游标准等。数据显示,2025年共有24个社区的约1000名学员接受了培训;2026年上半年,培训覆盖了13个社区,共计700名学员。
会谈中,双方就深化伙伴关系交换意见,并探讨签署谅解备忘录(MoU)的可能性,旨在为社区旅游、生态旅游、能力建设及可持续发展等领域的合作建立更明确、有效的框架。

Ministry of Tourism and WWF Join Hands to Strengthen Sustainable Ecotourism and Community-Based Tourism Development
H.E. HUOT Hak, Minister of Tourism, granted an audience to Dr. Sang Lee, Regional Director for Southeast Asia of the World Wide Fund for Nature (WWF), and Mr. Janes Imanuel Ginting, Country Director of WWF-Cambodia, along with their colleagues, for a courtesy call and working discussion aimed at strengthening and expanding cooperation in community-based tourism, ecotourism, and sustainable development.
During the meeting, H.E. the Minister extended a warm welcome and expressed his high appreciation for WWF’s continued support for Cambodia’s tourism sector, particularly its contribution to promoting ecotourism and community-based tourism. He also congratulated Mr. Janes Imanuel Ginting on his appointment as Country Director of WWF-Cambodia.
H.E. the Minister briefed the delegation on the Royal Government of Cambodia’s strong commitment to the development of community-based tourism and ecotourism, including the adoption of the “National Ecotourism Policy 2019–2030,” the establishment of the National Committee for the Management and Development of Tourism Communities and Ecotourism, and the designation of 19 November each year for the organization of the “National Ecotourism Forum.”
H.E. the Minister further emphasized that the development of community-based tourism and ecotourism not only contributes to the creation of new tourism products and the diversification of tourism destinations, but also serves as an important means of creating jobs, increasing income for local communities, reducing poverty and migration, and contributing to the conservation of natural resources and biodiversity. The Royal Government of Cambodia, particularly Samdech Moha Bovor Thipadei HUN Manet, Prime Minister of the Kingdom of Cambodia, has attached great importance to this sector.
H.E. the Minister also highlighted that the Ministry of Tourism has been strengthening the capacity of tourism and ecotourism communities through training in key skills, including hospitality, community tour guiding, barista skills, food and beverage preparation, community homestay management, and standards for forest-based adventure tourism. In 2025, the Ministry provided training to 24 communities, benefiting approximately 1,000 trainees. During the first half of 2026, training was provided to 13 communities, benefiting 700 trainees.
During the discussion, both sides exchanged views on strengthening their partnership and explored the possibility of developing a Memorandum of Understanding (MoU) between the Ministry of Tourism and WWF to establish a clearer and more effective framework for cooperation, particularly in the areas of community-based tourism, ecotourism, capacity building, and sustainable development.
