**Kandal scam raid sees 67 foreigners detained; 16 moto hooligans arrested in Kampong Speu**
Kandal provincial authorities raided an alleged online scam operation operating from a four-storey rental building containing 140 rooms in Sampov Poun town on the Vietnam border. They detained more than 50 foreigners and seized a large quantity of equipment. In a separate case, Kampong Speu provincial gendarmes arrested 16 juvenile delinquents.
