9月15日,柬埔寨副总理兼外交部长孙占托在新加坡出席强制调解委员会首次会议时表示,柬埔寨正寻求与泰国签署海洋边界条约,以解决两国重叠的海洋边界问题。

[YouTube] | Cambodia Seeks Maritime Treaty With Thailand, Open to Joint Resource Deal, Says Cambodian FM | SINGAPORE — Deputy Prime Minister and Foreign Minister Prak Sokhonn, representing Cambodia as agent before the Compulsory Conciliation Commission, said Cambodia is seeking a treaty that would settle its overlapping maritime boundary with Thailand, while also remaining open to an agreement on the joint development and equitable sharing of resources.
He made the remarks during the opening session of the First Meeting of the Conciliation Commission in Singapore on September 15.
Before laying out Cambodia's objectives in pursuing the compulsory conciliation process under the UN Convention on the Law of the Sea (UNCLOS), Sokhonn devoted part of his speech to Cambodia's long history from the Khmer Empire through the colonial period and the dark era of the Khmer Rouge before the country was able to rebuild and secure the peace it enjoys today.
The message was meant to convey that few countries value peace as much as Cambodia does, and that it wants to resolve the border dispute with Thailand through peaceful means and in accordance with international law.
Outlining Cambodia's objective, Sokhonn said it seeks "a resolution that serves the peoples of both nations and contributes to peace, cooperation and shared prosperity in the region."
"To that end, Cambodia wishes to conclude, with the assistance of the Commission and in accordance with international law, a treaty with Thailand delimiting a single, all-purpose maritime boundary between the two States," he said.
Alternatively, Sokhonn said, Cambodia would also be prepared to conclude "an agreement with Thailand for the joint development and equitable sharing of resources between the two States, pending final agreement on their maritime boundary."
Should neither agreement prove possible, Sokhonn said Cambodia would ask the Commission to prepare a report with recommendations to the parties, which could then form the basis for an agreement in compliance with their obligations under UNCLOS. | https://youtube.com/watch?v=PjYfAbPhT3Y
