Before laying out Cambodia's objectives in pursuing the compulsory conciliation process under the UN Convention on the Law of the Sea (UNCLOS), Sokhonn devoted part of his speech to Cambodia's long history from the Khmer Empire through the colonial period and the dark era of the Khmer Rouge before the country was able to rebuild and secure the peace it enjoys today. The message was meant to convey that few countries value peace as much as Cambodia does, and that it wants to resolve the border dispute with Thailand through peaceful means and in accordance with international law.
