2026年9月24日至26日，柬埔寨外交与国际合作部在暹粒省举办了“湄公河-澜沧江国家外交官专业谈判技能”培训班，旨在庆祝湄公河-澜沧江合作机制成立10周年。
柬埔寨外交与国际合作部国务秘书棉金兴（Meas Kim Heng）与中国驻柬埔寨大使馆公使衔参赞陈聪共同主持了开幕仪式。参会人员包括湄公河-澜沧江合作机制各成员国的驻外使节、国家秘书处及协调单位代表，以及柬埔寨相关政府部门官员。
此次培训重点在于提升外交官及相关官员的战略谈判能力，以应对当前区域及全球性挑战。通过为期三天的课程，参会者交流了专业知识，旨在加强各国间的协调与合作，共同维护区域和平、稳定及繁荣。

From 24 to 26 September 2026, His Excellency Mr. **MEAS Kim Heng**, Secretary of State of the Ministry of Foreign Affairs and International Cooperation, and **Mr. CHEN Cong**, Minister-Counsellor of the Embassy of the People’s Republic of China, co-presided over the Opening Ceremony of the Training Workshop on “Professional Negotiation Skills for Diplomats of Mekong-Lancang Countries,” held in Siem Reap as part of the activities commemorating the 10th Anniversary of the Mekong-Lancang Cooperation (MLC) this year.
The Workshop was attended by representatives from the Embassies, National Secretariats and Coordination Units of the MLC countries, as well as relevant Cambodian ministries and institutions, and focused on strengthening the strategic negotiation skills and capacities of diplomats and officials to address evolving regional and global challenges. Through the Training Workshop, participants gained practical knowledge and valuable insights, enhanced mutual understanding and coordination, and strengthened their shared commitment to peace, stability, resilience, and shared prosperity in the region.
The Workshop also featured a welcome dinner, a photo gallery, and a cultural tour of Angkor, highlighting the achievements of MLC cooperation and fostering solidarity and camaraderie among participating countries. It concluded with closing remarks by His Excellency **Mr. MAO Tithiarun**, Director General of the International Cooperation General Department of the Ministry of Foreign Affairs and International Cooperation.
