Press Release
The Spokeswoman of the Ministry of National Defence of the Kingdom of Cambodia, wishes to inform the public as well as members of national and international media as follows:
On Sunday, November 8 2026, at 10:45 a.m., the Cambodian Liaison Group (CLG) facilitated the ASEAN Observer Team (AOT) in conducting an observation and verification mission, as well as visiting and meeting with displaced civilians in Rong Cham Village, Sla Kram Commune, Svay Chek District, Banteay Meanchey Province. The displaced civilians remain unable to return to their homes and resume their livelihoods due to the unlawful occupation of certain areas of Cambodian territory by Thai military forces, where barbed wire and shipping containers have been installed, and homes have also been destroyed.
The ASEAN Observer Team’s on-site observation, verification, and visit to displaced civilians who remain unable to return to their homes provided the delegation with an opportunity to witness firsthand the humanitarian impacts that Cambodian civilians continue to face. It also clearly underscored the urgent and imperative need for the Cambodia–Thailand Joint Boundary Commission (JBC) to commence boundary demarcation work as soon as possible, in accordance with existing agreements, as stipulated in Point 4 of the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC), dated December 27, 2025. This is essential to enabling innocent Cambodian civilians to return to their homes without obstruction, safely and with dignity.
It is important to underscore that Cambodia maintains a firm stance on protecting the Cambodia–Thailand international border as established by the Indochina–Siam Boundary Commission, by respecting the principles of international law, including the principle of the intangibility of inherited borders (Uti Possidetis Juris), and by respecting the Franco–Siamese conventions and treaties, maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as relevant agreements and documents that both parties have previously agreed upon. Cambodia absolutely does not recognize any border alterations resulting from the use of force.
The Royal Government and the Ministry of National Defence of Cambodia reaffirm our firm, sincere, and unwavering commitment to fully and faithfully respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee (GBC) on December 27, 2025, the Joint Declaration on the Peace Agreement between Cambodia and Thailand on October 26, 2025, and all other relevant agreements.
The public, as well as national and international journalists, are hereby informed of the facts regarding this matter.
