2026年9月14日,柬埔寨旅游部在西哈努克省举行“西哈努克省旅游发展规划(2026-2030)”启动仪式。旅游部部长胡哈(HUOT Hak)与西哈努克省省长芒西内(MANG Sineth)共同主持会议。
该规划旨在将西哈努克省打造为柬埔寨第二大经济与旅游中心,通过建立联合行动框架,动员相关利益方提升当地旅游业的质量与吸引力。规划目标是将西哈努克省建设成为在区域及国际范围内具有竞争力的商务与休闲旅游目的地,以支持经济增长、创新及可持续城市发展。
出席本次仪式的约250人,包括旅游部官员、省政府代表、地方各级政府人员、武装部队代表、旅游业者、旅游社区成员、教育机构代表、学生及内容创作者。
胡哈部长在会上肯定了西哈努克省近年来在国家及东盟层面获得的旅游奖项。他指出,该省通过基础设施建设、城市美化及公共空间改造,提升了旅游吸引力。目前,省内已建成包括“普雷通与尼安内克”雕像、“高棉能做到”雕像及“喷水龙”雕像在内的多个地标。
此外,西哈努克省拥有海岸线、岛屿、海洋生物多样性及云壤国家公园等自然资源,具备发展滨海旅游、海岛旅游、生态旅游及水上运动的潜力。在交通基础设施方面,金边至西港高速公路、深水港及国际机场的互联互通,为该省发展成为具备质量、安全与可持续性的国际级海洋旅游目的地提供了支撑。

Cambodian Coast: Rising Star of the Southwest, Welcoming National and International Tourists!
“Preah Sihanouk Province expands unlimited tourism and business potential to become the second model economic and tourism city of the Kingdom of Cambodia.”
H.E. HUOT Hak, Minister of Tourism, together with H.E. MANG Sineth, Governor of Preah Sihanouk Province, presided over the dissemination ceremony to launch the implementation of the “Preah Sihanouk Tourism Development Plan 2026–2030,” making it the fifth target province. This tourism development plan serves as a joint roadmap and an action framework to mobilize all relevant stakeholders to jointly develop tourism in Preah Sihanouk Province with higher quality and increased attractiveness. The goal is to achieve the vision of transforming Preah Sihanouk into a high-quality, internationally competitive business and leisure tourism destination in both regional and international frameworks, contributing to its development into Cambodia's second major urban center that supports economic prosperity, innovation, and sustainable urban development.
This prestigious ceremony was attended by Excellency and Lok Chumteav leaders of the Ministry of Tourism; Excellencies, Lok Chumteavs, Ladies, and Gentlemen representing relevant units and departments across the province; local authorities at all levels; all types of armed forces; tourism operators; tourism communities; educational institutions; students; and content creators, totaling approximately 250 participants.
H.E. The Minister took this opportunity to congratulate and praise the outstanding achievements at both national and ASEAN levels where Preah Sihanouk Province has received numerous awards and victories in past years. Meanwhile, Preah Sihanouk Province has developed rapidly through the construction of major physical infrastructure. Urban aesthetics, beaches, and public spaces have been continuously improved, featuring attractive entertainment spots and prominent symbolic statues such as "Preah Thong Koang Sbai Neang Neak," "Khmer Can Do," and the "Water-Spouting Dragon," all contributing significantly to its appeal to national and international tourists.
H.E. The Minister further shared that Preah Sihanouk Province possesses rich natural tourism potential, featuring beautiful coastlines, large and small islands, natural resources, marine biodiversity, and Ream National Park, which favor the development of coastal tourism, island tourism, ecotourism, and water sports tourism. At the same time, the province boasts an interconnected transport infrastructure, including the Phnom Penh–Sihanoukville Expressway, a deep-sea port, and an international airport, along with tourism businesses and services at all levels. These form a solid physical infrastructure for developing the province into an international-level marine tourism destination with quality, safety, and sustainability.
Furthermore, H.E. the Minister stated that in the context of intensifying regional tourism competition and evolving tourist behavior, in addition to existing potential, we must continue to create new tourism products, improve and strengthen the quality of tourism services, enhance attractiveness, promote cleanliness, and reinforce security and safety for tourists. This will ensure that Preah Sihanouk Province can respond to the demands of the new generation of tourists, keep pace with the era of digital technology and artificial intelligence, and maintain its competitiveness against major regional and global tourism destinations.
Along with this, H.E. the Minister mentioned that the tourism sector is intersectoral and interconnected, requiring active participation from all relevant parties in line with the Royal Government's approach of "Dynamism of a Single Actor System.
