旅游部启动绩效审计培训 旨在提升行政效率与服务质量

H.E. Minister HUOT Hak: "Performance Audit is Essential for Improving Work Systems, Strengthening Administrative Discipline, Enhancing Public Service Quality, and Boosting Citizen Confidence in State Institutions" H.E. HUOT Hak, Minister of Tourism, presided over the opening ceremony of the workshop on "Guidance on Performance Audit and Related Regulations." This workshop was organized to strengthen the capacity of audit officials and to provide knowledge to all units acting as audit entities under the Ministry of Tourism both at the ministry level and at the provincial-capital tourism departments. The focus was placed on the fundamentals, roles and duties, and professional code of ethics of internal audit officials, with a strong emphasis on enhancing economy, efficiency, and effectiveness in program implementation and compliance across units under the Ministry of Tourism. This important workshop was attended by the Permanent Secretary of State, Excellencies, Ladies, and Gentlemen who are leadership figures of the Ministry of Tourism, guest speakers from the Ministry of Economy and Finance, and approximately 200 participants. Speaking at the ceremony, H.E. Minister informed the participants that audit work plays a crucial role in supporting public administration reform and has always received high attention from the head of the Royal Government since the leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, former Prime Minister and current Acting Head of State of the Kingdom of Cambodia, through the implementation of the 5 Approaches: "Self-reflection, Bathing, Scrubbing, Treatment, and Surgery." Furthermore, H.E. Minister added that in the 7th Legislature of the National Assembly, the Royal Government under the wise, skillful, energetic, and pragmatic leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, introduced the Pentagonal Strategy - Phase I for Growth, Employment, Equity, Efficiency, and Sustainability. The core of this strategy focuses on reform, strengthening governance, and modernizing state institutions into a modern, highly capable, strong, smart, and clean public administration, adhering to the approach "Dynamics of a Single Actor System." In this legislature, the Royal Government also established the framework and rules of the internal audit and inspection system, serving as a vital instrument to strengthen the efficiency and effectiveness of monitoring, auditing, and inspection functions, requiring active participation from all stakeholders. At the same time, H.E. Minister highlighted that a performance audit is a crucial tool for measuring performance quality, ensuring that public resources are utilized with economy, efficiency, and effectiveness, while contributing to the enhancement of accountability, transparency, and improved public service delivery. Before concluding, H.E. Minister offered recommendations directing all participants to continue applying their knowledge, experience, and capability in their respective units based on the approach "Thinking Together, Doing Together, Taking Responsibility Together," driven by a proactive, active, and interactive spirit. He emphasized strict adherence to discipline, professional conscience, ethics, and unwavering commitment to Samdech Techo Hun Sen’s 5 Approaches: "Self-reflection, Bathing, Scrubbing, Treatment, and Surgery."
