柬埔寨旅游部部长胡塔近日在暹粒主持召开会议,审议《2026-2028年荔枝山(Preah Cheyvarman Norodom国家公园)旅游发展关键措施》草案。来自相关部委、暹粒省政府、私营部门、发展伙伴及民间组织的约130名代表出席会议。
胡塔表示,该计划旨在将荔枝山打造为东南亚领先的自然、文化及宗教旅游目的地,使其与吴哥窟形成互补。此举是落实柬埔寨政府关于促进暹粒旅游业复苏及增长战略的一部分,旨在通过开发吴哥窟以外的旅游资源,吸引更多国内外游客,延长游客在暹粒的停留时间,进而增加当地社区收入。
会议期间,胡塔提出了八项关键战略措施,以提升荔枝山旅游目的地的质量、效率及竞争力,具体包括:增强荔枝山的吸引力与竞争力;强化旅游安全、公共秩序及游客安全保障;开发高质量基础设施及配套服务;实现旅游产品与游客体验的多元化;保护并推广文化遗产与自然旅游资源的价值。

Following an inspection of key sites within Preah Cheyvarman Norodom National Park (Phnom Kulen), H.E. Huot Hak, Minister of Tourism, chaired a consultative meeting on the draft Key Measures for Promoting Tourism Development in Preah Cheyvarman Norodom National Park (Phnom Kulen) 2026–2028, with the objective of reviewing and discussing the progress of the proposed plan.
The important meeting was attended by senior representatives from relevant ministries and institutions, senior officials of the Ministry of Tourism, H.E. Ngov Sengkak, Deputy Governor of the Siem Reap Provincial Administration, as well as representatives of the private sector, development partners, and civil society organizations, with approximately 130 participants in total.
In his remarks, H.E. the Minister highlighted that the Royal Government of Cambodia continues to attach great importance to the tourism sector in general and, in particular, to the recovery and promotion of tourism growth in Siem Reap Province. The Government has introduced a number of policies, strategic plans, the Visit Siem Reap campaign, the Siem Reap Tourism Development Master Plan 2021–2035, and various intervention measures to support tourism development in the province. These initiatives place particular emphasis on diversifying tourism destinations and enhancing their attractiveness in order to encourage both domestic and international visitors to extend their stays, thereby increasing income for local communities.
The Minister further emphasized that the draft Key Measures for Promoting Tourism Development in Preah Cheyvarman Norodom National Park (Phnom Kulen) 2026–2028 will serve as an important strategic tool to strengthen the destination’s appeal while encouraging more domestic and international tourists to visit attractions beyond Angkor.
The Minister also recalled the high-level directive of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, delivered during the 19th Government–Private Sector Forum, in which the Ministry of Tourism was instructed to develop Phnom Kulen as a premier nature-based tourism destination.
Following extensive discussions, H.E. the Minister introduced eight key strategic measures to improve the quality, effectiveness, and competitiveness of Phnom Kulen as a tourism destination by:
1. Enhancing the attractiveness and competitiveness of Phnom Kulen.
2. Strengthening tourism security, public order, and visitor safety.
3. Developing high-quality infrastructure and supporting services.
4. Diversifying tourism products and visitor experiences.
5. Conserving and promoting the value of cultural heritage and natural tourism resources.
6. Increasing community participation and ensuring greater benefits for local communities.
7. Promoting the development of a green, smart, and resilient tourism destination.
8. Strengthening governance, partnerships, and investment in the tourism sector.
At the same time, H.E. the Minister reiterated the vision of transforming Phnom Kulen National Park into Southeast Asia’s leading destination for nature, cultural, and spiritual tourism—one that is high-quality, sustainable, inclusive, competitive, and rich in potential, complementing Angkor Wat by attracting visitors throughout both the green season and the dry season.
